431 (2025). Francisco Hernandez to the Minister of Housing: What actions, if any, has the Minister's departments or agencies, if any, made in implementing the Cabinet Office Circular titled Needs-Based Service Provision?

Hon Chris Bishop: The Circular and expectations of Government are consistent with the Ministry of Housing and Urban Development’s current practises. The Ministry ensures that the guidance set out in the circular is followed when proposing and reviewing services. Kāinga Ora – Homes and Communities advises me that it undertook a preliminary impact analysis when the Circular titled ‘Needs-Based Service Provision’ was released and also consulted with the Ministry of Housing and Urban Development as their monitoring agency. Kāinga Ora ceased one of their Statement of Performance Expectations targets as a result.
