311 (2024). Hon Dr Duncan Webb to the Minister of Justice: What is the expected cost and timeframe for the programme introducing a digital case management system for courts and tribunals (Te Au Reka) as set out in the Briefing to the Incoming Minister, and are any changes planned to that programme?

Hon Paul Goldsmith: I am advised the Te Au Reka (Caseflow Management) will be implemented in three phases: Phase 1 – Family Court implementation and two proofs of concept: the District Court Criminal and the High Court Civil. Estimated completion: FY 2025/2026 Phase 2 – District Court Criminal (including Youth Court) and the remainder of District Court Civil. Estimated completion: FY 2026/2027 Phase 3 – High Court, Court of Appeal, Supreme Court, Coroners Court, Environment Court, and the Disputes Tribunal. Estimated completion: FY 2027/2028. In Budget 2022, the 4-year spending allowance set aside was $172 million. The total whole of life funding for Te Au Reka (Caseflow Management) remains commercially sensitive. Work is currently underway to develop the detailed design which will support further validation of the cost forecasts. Completion dates and greater cost certainty will be confirmed in an updated Implementation Business Case, and will be submitted to the Minister of Finance, Minister of Justice, and Minister for Courts.
