14 (2026). Camilla Belich to the Prime Minister: What actions, if any, have been taken by the Department of the Prime Minister and Cabinet since the Government Inquiry into the Response to the North Island Severe Weather Events to lift the resilience of New Zealand’s critical infrastructure, and what outcomes have been achieved?

Rt Hon Christopher Luxon: As Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). I am advised the Government’s response (published in October 2024) to the Report of the Government Inquiry into the Response to the North Island Severe Weather Events was prepared by DPMC. The National Emergency Management Agency, a departmental agency hosted by the Department of Internal Affairs, is operationalising the Government's response. (See the following link: Strengthening-Emergency-Management-A-Roadmap-for-Investment-and-Implementation-Print-Version-.pdf-746kb.pdf ) DPMC contributes to lifting New Zealand’s critical infrastructure resilience and overall resilience in a number of ways, including by: • Leading work to develop measures to enhance the cyber security of New Zealand’s critical infrastructure system • Leading and stewarding the National Risk and Resilience Framework including delivery of National Risk Management Status Reporting (including Critical Infrastructure) • Establishing clearer accountability for managing National Risks across government and stronger governance & oversight • Working to improve the efficiency and alignment of cross-system resilience building efforts to reduce the likelihood and severity of National Risks.
