7 (2026). Camilla Belich to the Minister for Emergency Management and Recovery: What comprehensive public warning system, if any, has been developed or enhanced since the Government Inquiry into the Response to the North Island Severe Weather Events to cover all natural hazards and can function during technology failures?
Hon Mark Mitchell: I am advised that the National Emergency Management Agency is scoping a comprehensive public warning system as part of the programme of work to strengthen the emergency management system. Last year, Cabinet agreed to the Strengthening Emergency Management Roadmap (“the Roadmap”) in principle, subject to further policy work, the passage of enabling legislation and availability of new funding through future Budgets. The Roadmap sets out a five-year programme, scheduled to begin in 2026. The National Emergency Management Agency is currently working to further develop the evidence base and business cases that are needed to underpin the Roadmap’s key initiatives, including modernising technology for real time information, warnings and emergency response and recovery decisions.
